    1、Every foreign investment enterprise in this city, once it becomes qualified for a legal person, enjoys the legal person rights and benefits, which include the property right, property control right, production and operation right, laborer and worker employing right, and legal income handling right; all these rights are protected by the Chinese laws.

    2、The Municipal Government promise to provide the foreign investment with the first-class services. We have formally begun to implement the "Invesement Projects United Authorization" approving system. every foreign businessman who comes to our city to invest needs only to hand in his application to the "Invesement Projects United Authorization" office, and he will get the whole train of excellent services from the project startup, site selection, land grantion, planning and design, construction implementation to the project completion, inspection and acceptance. For projects under US$30 million of capital, the municipality has the right to approve them, and the examination and approval will be done within 20 working days; for a very large project, the worker who is contacted first will take charge of it, and the undertaking unit will help the foreign businessman go through the formalities to get approval.

    3、In order to create a good and relaxed environment for investment, the Municipal Government has established a system of monthly mayor reception and appeal conference, which functions to solve the real difficulties and problems that foreign businessmen meet in their invstment and foreign invested enterprises have in the process of production and operation.

    4、In order to assure and maintain the legal rights and benefits of foreign investors, the Municipal Government has especially established a Center for Foreign Businessmen Appealing & Coordination, which is responsible for receiving and treating appeals from foreign businessmen and contradictions in the joint venturing process, to make sure that the investing rights and benefits of foreign businessmen in Zhenjiang will not be invaded.

    5、Moreover, the Municipal Government has opened up a foreign Investors Salon, which is hosted by the departments concerned, such as the Foreign Economy, the Customs House, the Inspection and Quarantine, and the Taxation. Each of these departments holds a party for foreign investors one by one in turn every 2 months with the purpose that they provide the foreign invested enterprises with policy consultation and other services.
